I have heard of plotting sheets, I think they called NGA and they are not universal, you choose them by the latitude you will be on. Is there any advantage to them?

These are available now only by print on demand. They are large sheets and fairly expensive about $12 each. They are the NGA 920-930 series. Here is one place to buy them.

They are not very practical for small boat navigation. If you want larger scale for plotting, you can use the free pdfs of UPS sheets we have in the online resources.
