In this question the apparent height reads: 9 degrees 2.1nm, the alt.corr table for stars & planets on page 213 has no corrections less than 9 degress 56nm, but somehow an alt.corr of -5.9nm is applied to Ha in the answer? I can't find any explanation in the book.

You need to look at Table A3 in the Nautical Almanac. This Table covers Altitude 0° - 10°.

Do a search for Question 9.5B and there will be a link to Table A3.
