We do not have any questions yet from users, so we add this one ourselves, which we have heard several times.

According to the Nav Rules, if I have operational radar on my boat then I am obligated to know how to use it and must use it to evaluate risk of collision. Doesn't this add liability to me that I would not have if I did not have radar on board?

We will not answer this ourselves yet, but leave it open for comments and other answers... later we will discuss it ourselves.
