This is not a common issue and might be caused by several factors. One error msg we have seen in this case is: "unable to locate script file <A:\setup.ins> which is needed to complete the installation."
solutions ideas:
(1) reboot the computer
(2) be sure all virus protection programs are turned off or disabled
(3) try loading the program onto another computer if you have the option.... to test that the disks are OK
(4) Have you loaded other programs from floppies on the computer? Find any floppy program or other floppy you have to be sure the floppy dreive is working.
(5) can you do a directory of the a-drive: ie right click the a-drive in my computer and select "explore" to see a list of files.
(6) you can download a new copy of the program and remove any issues of bad floppy from this link (this has also solved problems with XP installs):

then save to desktop, then make a temp folder on desktop and then extract all files to that folder, then doubleclick the setup.exe (an icon like a computer with a software box beside it)
