Once batteries are taken out of the barometer, you must wait at least six minutes (Weems and Plath recommends ten minutes) before reinstalling the batteries, otherwise the barometer will either not come on at all or it will turn on as expected, but the time and pressure will not change.

This will happen even if you have had the batteries uninstalled for the required period of time, and then during the installation one of the batteries pops out after achieving conductivity with the terminals and is immediately put back in. If this happens, just pull one of the batteries out, wait ten minutes, then put it back in again. You will know that you have been successful one minute after the installation when the time changes from "0:00" to "0:01".
