The buoy R4 mentioned in this problem is not on the e-chart we use. I have checked this on the Light List and it is there. The data are:
16224 - Lighted Buoy 4 48 09 48 N, 123 28 24 W
Fl R 4s 4 Red.

You can add this as a mark on the chart and select the buoy icon, and use this data and then lock its position. This is a good example of using the features of an e-chart... or electronic chart system ECS.
