looks like i'm back in. in Table Selection on page 28, T-26, all "SAME name as lat" excerpts except lat 10 do not display + or - value for sub d. how do i know which it is with only the information displayed on this page? lou

The sign of d if not listed is usually the same as the one above it or above that till you see a + or -, as explained in our textbook on page 5-10 right column, halfway down. Examples of this are on say T-15 on page 17.
In the above, i think you refer to T-28 on page 26, and these are unsual in that they seem to give the d-value sign for every entry. Those that are not minus (-) can be assumed to be (+).
I think this means we must have copied these from a different set of Pub 249, which had a different convention.
Note too the unusual case with these samples in that d is always 60', which must be tracable to the fact that these all refer to a case when Hc is at its maximum height for the day on the horizon, ie on your meridian, so each degree change in declination contributes a full degree (60') change to the Hc.
