Go to Display Settings. You can get there by right-clicking the desktop or by typing "display" in the "Ask Me Anything" field. Under the image of the blue screen that displays your current resolution there should be a scroll bar that says "Change the size of text apps and other items." This must be set to 100% (all the way to the left). The Radar Trainer should then open normally.

Update:
In newer versions of windows this setting is called "scaling" and the default is 150. This must be changed to 125 or lower. That should solve the problem.
