The help file is not working in StarPilot on my desktop computer. Should I just try to reinstall StarPilot?

The help file is a standard windows CHM file, but some time ago windows started to block their own format. There is much online about how to run a CHM file in win10, which is likely worth pursuing as a lot of even modern software still uses it.... or more precisely, old software like StatPilot that is still state of the Art. Expedition racing software, is another example. There are many.
Alternatively you can download a pdf version at the starpilot web page

PS... you might be able to just go to
C:\Program Files (x86)\StarPilot\StarPilot-PC\SPPC.chm and right click that file then Properties then look at the security tab and allow it. Not sure. Just maybe.
else google "chm file will not open in win10" to get a list of reasons why
