Assuming a steady course of 272M, the closest distance to Otter Point should be 3.0 nmi instead of 1.3 nmi (as indicated in the answer section) unless there is a strong southerly current we were not told about. I did come up with the correct answer of 352M for Part A and 1.7 nmi for Part B. Am I missing something here?

The answers in the book look to be right. It appears to be a misuderstanding of the terms involved. Here is a picture from our notes (for 35° not 40°, but the principle is the same).
In no 5-10, the blue line is the 1.7 nmi, ie distance off = distance run. and the red line is the perpendicular closest point of approach, in 5-10 this is 1.3 nmi.

Oops! I used 272T instead of 272M. This isn't the only time I have done this. Sorry about that!
