in this problem we estimate visible range in clear weather of an island 200 ft tall. Our answer given did not mention the height of eye of the observer and it should. Thus in principle with an eye height of 9 ft we would see it another 3 mile off or so... but remember these estimates are the limits, when the top is just over the horizon. At that point there is very little target to see so we need to keep that in mind when making these estimates.
