This page offers a download of the illustrated Navigation Rules in pdf format as well as links to the USCG exam data base on Nav Rules questions. All in all, an excellent service from the USCG.
Annotated Contents Starpath Annotated Contents of the NavRules
The official Nav Rules book does have a table of contents, but it is just a list of the Rule names. There is no index to the publication, nor breakdown by subsection. Hence we have prepared this list to give a brief description of what is covered in each section and subsection of the Rules. It is a useful for overview and finding particular answers.

Navigation Rules US Inland Navigation Rules As they appear in the United States Code, thanks to Cornell Law School. Remember this is only the initial statement of the law. Click the "Update" button on each page of the Cornell site and follow the instructions to learn of updates to the Rules and Annexes. You can see the related regulations in the Code of Federal Regulations. These CFRs are updated and replaced as new versions take effect, unlike the Code which stays in place and only gets superceded by new codes (laws). In short, the full authority basis of the Navigation Rules resides in both the USC and the CFRs.

USCG Exam Prep USCG Exam Questions
USCG Office Of Marine Safety. Includes latest news of USCG, most recent updates to regulations, and, as of December 1995, a list of all USCG questions used in merchant marine exams. Both deck licenses and engineering, they are presented as MS Excel and as Adobe acrobat files. This data bank includes many thousands of questions. Note this is a new modification to the USCG presentation of this data (2/14/98) so we do not know what is on these. They used to include the full data base of questions.
