Appendix 9, Figure A9-3. The curve labels are backwards. The red curve should be 0.10 and the blue curve 0.15. We also updated the caption with a better choice of examples:

Figure A9-3. Guidelines for estimating wind speed as a function of height above the water. The exponent (alpha) is usually in the range 0.10 to 0.15, which for a 70-ft mast height changes the correction from 1.08 to 1.12. The correction can depend on wind speed and stability, with most uncertainty in light air or gusty conditions. The NDBC uses an alpha value of 0.11 for correcting buoy and station reports to 10-m winds.
