Topic: Missing link to Rule 21 Sample question

We have annotated sample questions from the USCG database for most of the rules. These samples are cross referenced several places in the program.
In the table of contents there is a link to a list of these samples and in that list the link to Sample questions for Rule 21 is broken in versions of the program prior to 2005.
However, the Rule 21 samples are the same as the Rule 23 samples, which is one way to get to them and also the samples are linked from each of the individual presentations of the rules themselves. All of these other links work correctly.
