Secretary "Secretary" means the Secretary of the department in which the Coast Guard is operating. The authors of this definition had some insight here intheir vagueness. This used to the Dept of Transporation, now it is Dept of Homeland Security, and maybe it will change again. this is a definition from rule 3 US inland rules.
