special circumstances ...which might require a departure from the Rules as stated in Rule 2b might include the meeting of more than 2 vessels, interactions involving underway vessels and anchored vessels, some unusual sudden weather phenomenon, the clear indication that following the Rules is going to lead to a collision, etc.... note however, that these will always be very special circumstances, since one of the normal rules (Rule 8e) states if you don't know what's going on, you should stop!
