trawling

A vessel engaged in the dragging through the water of a dredge net or other apparatus used as a fishing appliance.

The Nav Rules distinguish very clearly between vessels fishing by "trawling" compared to other methods of fishing. Trawling is briefly defined in Rule 26b with further instructions given in Annex II.

Trolling usually means pulling baited lines through the water as opposed to trawling which involves dragging large heavy nets through the water or across the bottom. Vessels trolling are not classified as "fishing vessels," but are considered simply as power-driven vessels. See definition of fishing vessel.

When underway, you can tell if you are interacting with a "fishing vessel" since it must show the proper lights or day shapes (Rule 26). If no such signs are shown, then the vessel is a power-driven vessel, regardless of what apparent fishing gear is in sight. Likewise, every real fishing vessel is just a power-driven vessel on the way to and from the fishing grounds. The fishing vessel status applies only when the gear is hampering its maneuverability and they can only show these day shapes and lights at that time.
