safe speed This term is addressed in Rule 6, but is not defined in the Rules themselves. What is safe depends on the circumstances. Many if not most collisions judgements in the fog cite not traveling at a safe speed as a cause—suggesting that many operators assume that their radar watch allowed them to get by without adequate speed reduction.
